Drivers traveling westbound on I-94 near the Frazho Road overpass in St. Clair Shores are reporting an escalating and dangerous pattern of rocks and concrete chunks being hurled at their vehicles from the overpass. The most recent incident was reported early Sunday morning, April 6, 2026, around 3 a.m., when a woman driving home said she heard a loud impact and found her vehicle had sustained a dent and broken plastic. St. Clair Shores police have reopened the case and are actively investigating, though no one is currently in custody.
Gina Skowronski, the driver involved in the latest reported incident, said she panicked after hearing a loud bang while driving westbound on I-94. She called 911 and reported seeing a group of teenagers run across the freeway near the overpass. The group was described as wearing all black with hoods up. Dash camera video captured by another driver in the area around the same time recorded the sound of a vehicle impact and appeared to show a person standing near the Frazho Road overpass on the right side of the freeway.
This is not an isolated event. Just days earlier, another St. Clair Shores area driver, Sean Kokonos, discovered a chunk of concrete lodged in his front bumper and additional debris damage to his windshield after driving the same stretch of I-94. Kokonos described the impact as sounding like a gunshot. St. Clair Shores police said they are treating the incidents seriously and are asking any drivers who have been affected, or who have dashcam footage or photographs from the area during those overnight hours, to come forward and contact them.
Understanding the Legal Implications of These Incidents
When drivers sustain vehicle damage or personal injury as a result of objects being deliberately thrown at their cars from an overpass, multiple legal avenues may be available to them. If a perpetrator is identified and charged criminally, victims may also have the right to pursue civil claims for property damage, physical injuries, and emotional distress. The deliberate targeting of vehicles on a freeway is not only a criminal act — it is an act of recklessness that can create significant liability for those responsible.
In addition to potential claims against the individuals who threw the debris, Michigan law may also allow injured parties to explore whether any other responsible parties contributed to the harm. Drivers whose vehicles were damaged or who suffered injuries — including panic attacks, loss of vehicle control, or collisions caused by the sudden impact — may be entitled to compensation for vehicle repair costs, medical expenses, lost wages, and pain and suffering. The fact that these incidents are occurring on a public freeway in an ongoing pattern makes it especially important for affected drivers to document every detail and consult an attorney promptly.
Michigan’s no-fault insurance system will typically cover medical expenses and certain economic losses for drivers involved in auto accidents regardless of fault. However, when injuries or damages result from intentional or reckless conduct by a third party, additional civil remedies beyond no-fault may be available. Drivers who have been hit on this stretch of I-94 should preserve all evidence — dashcam footage, photos of vehicle damage, police report numbers, and medical records — as these will be critical to any legal claim.
